S River Street Waterline Improvement Project

Bids Received and Opened

The City of Newberg received five (5) qualified bids at 2:00 pm bid closing on May 10, 2022. The bid total for each bid has been verified and a copy is attached. This project update serves as the Notice of Intent to Award the project to Trench Line Excavation, Inc. for a contract total of $1,367,849.60. Newberg City Council plans to consider the bid award through a council resolution by consent at its meeting on June 6, 2022.

Comments on the following two bid items:

Bid Item No. 8  - Over Excavation
The bid quantity for this item is relatively conservative as winter construction may encounter challenging subgrade conditions.
Bid Item No. 35  - Reconnecting Existing Water Services, 3/4 inch (includes new meter box and curb stop)
This bid item is different from Bid Item No. 37 because the contractor is required to move the meter location to the street side of the sidewalk while Bid Item No. 37 is simply for reconnecting new service lines to the existing meters on the public side. (There are a total of 53 service connections. One of them is different from the other 52 as noted above.)
There is no change to the date and time for bid opening at Newberg City Hall.

Bid Addendum No. 1

The City of Newberg has issued a five-page BID ADDENDUM NO. 1 with four addendum items. The full completion date for the project is amended to be May 15, 2023. There is no change to the date and time for bid opening at Newberg City Hall. Please read for more details and acknowledge this addendum in all bid submittals.

Invitation to Bid for S River Street Waterline Improvement Project

Bids Due on Tuesday, May 10, 2022 at 2:00 pm, local time (Bid Closing)

The City of Newberg (“City”) is soliciting bids for S River Street Waterline Improvement Project (“Project”).

The Project consists of furnishing all materials, labor, equipment and supervision for the construction and completion of approximately 3,000 linear feet of 12-inch, 300 linear feet of 6-inch and 50 linear feet of 8-inch ductile iron water main in S River Street between E Fourth Street and E Twelfth Street. Work includes installation of 9 new fire hydrants and appurtenances; 52 new service lines; cross connections, valves, tees and associated appurtenances; trench restoration, striping, sidewalk and driveway restoration; an ADA compliant curb ramp and landscape restoration as shown on the construction plans. The anticipated cost to construct the Project is between $1.3M and $1.6M. The construction of the Project shall be substantially complete by November 15, 2022 and the Final Completion date shall be December 15, 2022. (The Notice to Proceed is anticipated to be issued in June 2022.)

Bids will be publicly opened at the above-noted location immediately following Bid Closing.  Late bids will not be considered.

The contract awarded under this invitation to bid is subject to the payment of current BOLI prevailing wages for Region 3 under ORS 279C.800 to 279C.870.  See https://www.oregon.gov/boli/employers/Pages/prevailing-wage-rates.aspx.

Prequalification of bidders is required. Bidders must be prequalified to perform work in the following classes:  :  waterline construction, asphalt concrete paving and oiling, pavement markings, miscellaneous roadway facilities, landscaping, and temporary traffic control along with any subcontractors performing these work items.  Each bidder is required to submit a completed Contractor’s Prequalification Application Form that can be found at https://www.newbergoregon.gov/engineering/page/contractors-prequalificat... Applications for prequalification must be filed at Engineering@newbergoregon.gov no later than May 2, 2022 at 2:00 pm local time.

No prebid meeting is scheduled for this project.  All bidders shall submit their last questions through the same bid management website no later than 2:00 PM on May 2, 2022 so that a Bid Addendum may be issued if needed without altering the bid date.
