The City of Newberg (the “City”) is soliciting bids for pavement improvements to E. Sherman Street from N. School Street to N. Meridian Street, and to N. Brutscher Street from OR99W to E. Hayes Street, and all associated work such as, but not limited to, pavement marking and striping, and minor drainage improvements (the “Project). Contractor is required to secure two ODOT permits (one for OR219 or N. College Street at E. Sherman; and the other for OR99W or E. Portland Road at N. Brutscher) and follow the ODOT permit conditions and requirements.

The anticipated cost to construct the Project is between $1.3M and $1.7M. The estimated length of construction of the Project is 2,260 linear feet. The City reserves the right to reduce the scope of work to meet available fiscal budget. The construction of the Project shall be substantially complete by May 30, 2023 and the final completion date shall be June 27, 2023.

Bids labeled for this project "2022 Pavement Improvements Project" must be delivered to the following City office no later than 2:00 pm local time on Tuesday, August 16, 2022:

Bids will be publicly opened at the above-noted location immediately following Bid Closing. Late bids will not be considered. First Tier Disclosure must be delivered to the same City office within two hours of Bid Closing to be responsive.

The contract awarded under this invitation to bid is subject to the payment of BOLI prevailing wages under ORS 279C.800 to 279C.870. 

Prequalification of bidders is required. Bidders must be prequalified to perform work in the following classes:  Aggregate Bases, Asphalt Concrete Paving & Oiling, Earthwork & Drainage, Miscellaneous Roadway Facilities, Pavement Markings, Signing, Temporary Traffic Control, and Traffic Signals along with subcontractors performing these work items. Each bidder is required to submit a completed Contractor’s Prequalification Application Form that can be found at www.newbergoregon.gov/engineering/page/contractors-prequalification-appl.... Applications for prequalification must be filed at the address listed in this notice for delivery of bids or via email at Engineering@newbergoregon.gov no later than 2:00 PM local time on August 10, 2022.

There is no pre-bid meeting for this project. All bidders shall submit their last questions through the same bid management website no later than 2:00 PM local time on August 10, 2022.
