WWTP Emergency PLC Replacement & Reprogramming Project

Summary

City of Newberg (“City”) is soliciting bids for WWTP Emergency PLC Replacement & Reprogramming Project (“Project”). Bidders must read this Notice of Invitation to Bid and follow all bid instructions and requirements and fully understand the scope of work for the Project. Bidders are required to attend a Mandatory Prebid Conference to be held at the City's Wastewater Treatment Plant (WWTP) at 10:00 am local time on April 10, 2024. Bidders will learn more about the Project and the bid process, and may ask questions.

All bids are due at 2:00 pm local time on April 30, 2024, and must be delivered to City of Newberg Wastewater Treatment Plant Office located at 2301 NE Wynooski Road, Newberg, OR 97132, with attention to Paul Chiu, PE Senior Engineer/Project Manager. Bids will be publicly opened at the above-noted location immediately following Bid Closing. Late bids will not be considered. Complete bid documents (consists of three PDF files) can be obtained at https://bids.newbergoregon.gov/ and viewed at the City's WWTP Office.

The Project consists of furnishing all materials, labor, equipment, and supervision for the replacement of seven existing Siemens PLCs with new Allen Bradley PLCs, as well as the supply and/or installation of network switches, SCADA Pack telemetry units, and fiber-optic cable to complete a ring network. The construction of the Project shall meet the EPA Community Grant requirements, in particular 40 CFR Part 33, DBE requirements. The contract awarded under this invitation to bid is subject to the payment of the Davis-Bacon wages or the current BOLI prevailing wages for Region 3 under ORS 279C.800 to 279C.870, whichever is higher. Prequalification of bidders is required. Bidders must be prequalified to perform work in the following classes: electrical trades. Each bidder is required to submit a completed Contractor’s Prequalification Application Form that can be found at: https://www.newbergoregon.gov/engineering/page/contractors-prequalification-application-form. Applications for prequalification must be submitted to Engineering@newbergoregon.gov for review and approval no later than April 23, 2024Due to the unique nature of the Project, all bidders shall also include the following additional documentation with their prequalification application forms:

1. Proof of Experience: Bidder (Contractor) shall list two similar projects with project names, performed in the last five calendar years, a short narrative of each project scope, procurement type, engineer’s contact information and owner’s contact information; and
2. Safety Information: Provide your Experience Modification Rating (EMR) from 2019 – 2022 and your Recordable Incident Rate (RIR) for 2019 – 2022. Only EMR’s 1.0 or less and RIR’s 2.0 or less will be acceptable.

Bidders (Contractors) who are not prequalified and cannot meet the minimum requirements listed above will be considered non-responsive and their bids shall be rejected.
